Preemption
Beyond Pesticides put together a Fact Sheet that explains the history of preemption, variations in preemption language, preemption of local laws on genetically engineered crops, preemption struggles and victories, and what residents can do.

Preemption denies any state or locality their right to impose restrictions on dangerous pesticides. We need to say NO to taking away local authority to restrict pesticides.
Currently in Connecticut, the cities of Greenwich, Stamford and Norwalk, have all implemented stricter pesticide restrictions on municipal property than are required at the state level. Unlike Alaska, Hawaii, Maine, Maryland, Nevada, Utah, and Vermont, states without any pesticide preemption laws, Connecticut towns are only allowed to restrict toxic pesticides on town/city-owned property. Restrictions banning toxic pesticides are not allowed on private, residential properties at the local level.
